That is quite a long shot. I really do not think that will be possible in the foreseeable future. Paragon will start with the low hanging fruit, the countries that already cannabis friendly.
Yes, they are not magicians or armed forces off cannabis. They can maybe turn 1-2 country is already thinking about it but somewhere like Russia would be difficult. I don't know what will happen in ten years but don't expect it
