Will there be a pre-release (not public) for list #2 claimants CfB?
There is no a way to identify such people or it makes no sense. Either only one person knows the seed or two and we have no a way to distinguish the legit owner from a scammer.
I suppose you could simply email a private link to the claimants who sent their seed to David before July 10th. That would be orders of magnitude safer than directly putting the Recovery Tool out in the public.
