Will you have some kind of recruitment/marketing team which will meet with potential merchants in person? Like a live referral system with rewards if you manage to invite someone to make their own merchant token. I am guessing its usually hard so convince someone over the internet
DASH has a pretty good system for this, currently on PAUSE.

Goal is that everyone gets 10$ to spend at a venue that agrees to add dash as a payment option and the organizer is rewarded. This program was paused recently because they were paying out rewards, but the stores werent keeping the payment option due to a over-complexity of the point of sale units. Dash claims there are a few POS units being worked on that will be finished within the next few months and then this program will be reopened. When it was open it was great not many other coins have the budget to give away 200-900$ for meet ups/adoption.
