The fork wouldn't be much of the main reason for the dip (*not dump) as bitcoin is becoming stronger against most alts which has made them seem like a dump. When it comes to the right time of buying alts , I think when bitcoin has out muscled them you will have a shot at buying cheap alts ,and right now is one of those times
