Nope. It is not illegal. Even in a third world country such as India, it is possible for the civilians to legally own a gun. But there are severe restrictions and the gun laws here are not as liberal as those in the United States. For example, getting a permit is extremely hard, and there is a lot of bureaucratic red tape involved. Also, you can only chose from a small number of Indian made pistols. Rifles, shotguns.etc are illegal.
