They have minimum that have to be collected, when you reach the minimum limit, they send it with bunch of other little transactions.
Yes this is right since the payment is hardly it is combined with the other transactions and then sent out the payment. Actually now I have stopped sending any such transactions as the price of btc is rising the fee is actually getting much bigger than the actual send out at times.
