ok confirmed, wallet is a mess.
it needs to be restarted every 7days otherwise it is NOT able to stake.
After restart it always receive stake immediatelly.
Strange, my wallet is open 24h and it stakes every day, no need to restart it.
but block explorer doesn't work -
