It is my believe that in the next couple of days there will be some additional updates on this intial story. If there is some veracity to this claim, the authorities will make a press Release with further clarification. I dont think this is complete rumour. There may have been some discussions going on in Japan about the future of ICOs which necessitated this news filtering out into the public domain.
