i think PayPal will enter just after everything get regulated and goes mainstream, so we are talking about few years still.
Paypal more likely to pair up with XLM as the coin was their investment.
Ive read conflicting messages about the partnership with PayPal by Stellar lumens, unsure if it is fake news or not
It doesn't really matter imho. Like I stated before, even if paypal would start accepting crypto, it will take quite some time to get this working.
