I had sent an email regarding KYC for bounty participants a couple of days ago and this is the reply I received today:

For bounty participants, we won't be implementing a KYC process.
This is due to that no transaction was made between the ICON Foundation and the bounty participants.
The ICX that we are giving you is a compensation for your participation thus, we are not implementing the KYC process for bounty program participants.
