Cryptsy closed down a couple of years ago and ran away with everyone's coins.  OP certainly can't buy BTC with them, especially since they were an altcoin exchange in the first place.  What an odd suggestion.

However, you might have to put up with high fees when you're not dealing with a major Bitcoin exchange.  If you're willing to use LocalBitcoins and pay in cash, you might be able to get a decent rate.  There doesn't seem to be any national bank transfer offers in Lebanon.
