This is something that is done in all casinos/poker rooms and is how the company, not exclusively makes money. The size of the rake a poker room takes should be a small percentage of whatever the pot is, usually excluding micro stakes. 5 chips seems high, what kind of game were you playing?
Yes it should be the house rake, 5% is a standard rake on poker game imho as it might be higher than that (up to 10%). This is how the house make profit, poker sites wont be survived if they have no rakes. The more active players on the ring games, the more profit a poker site gets.
