Well I suppose they did need the miners to get it up and running to apply for exchanges. But I cannot think of a reason why they did not just get mobile mining going first anyway apart from two things. First they wanted to get the chance to sell their coins at a high price, the second is that they really have had security concerns and do not want to make things much worse by launching with broken software to annoy the mass market they are trying to reach.
