I wish everyone had to register their pets and also needed to have pet licenses. Pet licenses are an amazing idea all around, ensuring only the best people who are actually interested in learning before getting a pet, gets one. Perhaps that is something that could be solved by governments through blockchain technology in the future as well...
In some developed countries it works exactly the way you described it. Whenever one state becomes ready to implement pet licenses, Zkylos will be there to help them do it
But even if they do not need to tax everyone, we are still here making life of every dog owner easier and nicer
