This is not a difficult decision a person should be given a 3rd degree torcher because death is a simple thing but torturing him will tell him the pain.
In normal circumstances I am against torture. But against rapists and pedophiles, torture is a viable option. But here the problem is that if the perpetrator is tortured, the victim is not gaining anything. So I have a better proposition. Why can't we send these people to some penal colony, where they will do hard labor for 18 or 20 hours (like in North Korea)? Whatever revenue generated as a result can be given to the victim.
