Buying and selling with PayPal carried asymmetrical risks. As a buyer you carry no risk. As a seller the transaction could be reversed long after you've released your coins. Consequently, if you want to buy don't expect to buy anonymously or without any reputation. You can use localbitcoins.com.
Yeah PayPal is a terrible way of selling bitcoin. If the buyer requests a refund which causes a dispute PayPal will do nothing at all if the goods are Bitcoin. Basically an automatic default in favor of the buyer.
This is why people on Ebay who sell Bitcoin through PayPal charge ridiculously high rates.
