Every participant will definitely get X3P tokens. Only the number you get varies. At least you will get 4200 X3P because if the maximum of 5000 participants is reached it is 21000000 / 5000 = 4200 X3P each. If only 1000 users participate it will be 21000000 / 1000 = 21000 X3P
