Well, if you are only interested in a windows wallet then yes, that is all there is.
You are the first one though, that i see comparing it to windows 98....

Edit 1 : by the way, there is an option to use a different theme from within that windows wallet.
Edit 2 : actually, there are third party wallets like Exodus and Jaxx (both can be found in my previously provided link), that do support windows
