It is somewhat possible to track the information of scam website owners by checking whois reports or taking legal actions agains them so that legal parties can contact their domain registrars.
However, cheators do not put their real info, neither they user real ip at registrations.
May be there is still a way for experts to read their background info using smart techniques.
I have always heard that scammers using BTC can be traced. Though someone once asked me what if they are making use of a VPN Security to hide their location and everything about them would it be possible to trace them? I still said YES, cause according to the stories I’ve heard they were caught by tracing the BTC address they used to carry out the operation. But if that’s not the way it’s been done, I believe experts has their ways of dealing with these kind of things.
I read a lot of scams in the scam accusations section here on this forum and most victims are not able to find the scammers or do not know what to do and ask for help in the forum. I would be very surprised if most bitcoin scammers can be traced as they can simply use bitcoin mix services and VPNs!
