The president of IRI (an organization in Russia) Alexei Fyodorov proposed this thing at a meeting. He says that this agency will be to keep investors safe from fake Initial Coin Offerings (ICOs) as many of them just collect money from their investors and disappear. So they will collect all the information about ICOs in Russia and register them in their agency, so that if the company tries to scam the investors, they have their information and investors can be helped through this.

Probably. As soon as it is implemented, there will surely be less ICOs popping up from the country as they wont be able to do what they have been doing anymore. The primary purpose of most of the ICOs these days is only to accumulate money and run away to the farthest place in the world and never return, but having something like CDA (if worked the way it is proposed) will surely prevent the users from a lot of bad. It is a very good move if continued positively and isn't given a turn from halfway.
