I strongly disagree to that statement that one of the senators in the Philippines said that kidnapping is legal as long as you don't harm the person or people whom you kidnap because in the first place, the word kidnap is already negative and will never be positive. The act of kidnapping is not a minor case when it comes to the law.  I hope that the person who said that will not stay in the government of the Philippines for long because it is like he or she has no plan to protect the victims of kidnapping but it is like he or she is protecting the people who did or will do kidnapping.
