But did not officially submit their videos in the Submissions Form

So in the interest of valuing everyone's work, if you don't see yourself on the Submissions Spreadsheet, please let us know so we can count your submission in the 2nd wave of allocations.

This will not alter the original allocations, aka all the original stakes on the sheet will stay the same and people who properly submitted will not lose any tokens. We will simply add extra stakes to the pot for these users - this seems to be the fairest way to go.
