Bitpay said they'd enable BCH and other alts on their platform if segwit2x didn't go through. That way their customers would be able to make purchases with low fees.
I'm pretty sure that attempts to scale Bitcoin are now dead and buried and people wanting quick transactions with low fees will migrate to alts. Bitcoin will become a financial instrument like gold, and won't be used for commerce, so it won't matter if the fees are high or if there is a backlog in the mempool.
Quick low-fee transactions will be built on top of Bitcoin's digital gold, making the network all that more valuable the way nature intended
