Did you look around for the version 12.8 drivers? Those seem to be the best to mine with.
Not sure about that. For me when a card gets sick all of cgminer crashes resulting in zero mining, but on 13.1 mining continues and the card stays sick (or dead).
+1 and there isn't a big performance penalty...
