Premine is 10% of POW (premine is 30.000 and all PoW is 315.000).

If dev starts PoS with 10% coins he will always got 10% of the total coins.

SO PREMINE IS ACTUALLY 10%.

Just repeating for everyone's benefit. Premine is 0.006%, based on total supply, which is normally how it is calculated.
I don't know why some people calculate it based on PoW blocks only, in this case, it is 10%.

I'm calculating based on PoW blocks because if dev starts PoS with 10% coins he will always got 10% of the total coins = PREMINE 10%

If the dev will not stake the premine then premine = 0.006% (he never said that so for sure he'll stake the premine).

Dude, join the discord to get clarity. You have many assumptions.
I would say he will definitely stake some of his premine to be fair, he (they) is the dev after all. That is after the airdrops and exchange listing costs, hosting, etc.
