They have not fixed this issue since Aug 2017 and I don't think it will be solved anytime soon.
If you live outside of Europe there aren't any plastic cards you can get.
I live in Montreal, Canada and I cannot find any company that will issue BTC or Altcoin debit cards.
I have tried the following companies (some may work in US):
-UQUID
-CryptoPay
-Monaco
-Xapo
-TenX
-Wirex
-SpectroCoin
-AdvCash
-ShakePay
-SHIFT
-BitWala
-SatoshiTango
And none of these companies can issue cards outside of Europe, all because of Visa (or mastercard, I forget) changed their policy.
The only option I can think of is either to get a virtual card from Wirex. I have been able to get a virtual card from Wirex but I haven't tested it yet by making a purchasing with it.
I'm still looking for ways to sell bitcoins for cash but there aren't that many options.
UQUID is a good option to go with but I would wait until you register, their fees are somewhat low but they only issue USD, GBP or EUR cards; which means you can only spend that kind of fiat currency.
