It can be the best or the worst depending on too many parameters. First thing to consider is "this project can be succesful and it will bring a real product, different and useful?" If after making your own research the reply is YES, you still have work to do. If the reply is NO...forget the ICO.

Once answered the first question, you should consider if the project has enough hype to be succesful in the sort term in order to not die in its starting. If it has HYPE, keep working, if not leave the ICO.

Another thing to consider is "the project has undergone previous rounds of financing?". IF yes, try to evaluate the difference in the price of the tokens during the different rounds because if early inversors has a higher discount than ICO round, maybe when the token starts to be traded, the price can dip even lower than ICO values.

As well, another question is " How is the evolution of the crypto market? is it favourable to investing in altcoins, so we are un a bull state or it is not the best moment, bear state?"

Once all the different keys are considered, you should make an idea about which is the tota capitalization of the tokens during their fiancial rounds. If market cap is low and previous answers are favourable to invest, do not doubt it! It can be a good multiplier of your invest.

But consider that if you dismiss any important key, you can end in a huge loss of money or invest a token which ICO prices are higher than first trading prices.
