I'm interested how the presence of the certificate, for example, English language certificate, will help to show that a job candidate really has a good command of English?

With your certificate or diploma you can demonstrate that your English level meets certain quality requirements, that your English language competency is certified.

Sometimes you can possess this competency without having any certificate...

Still any potential employer needs to understand what competencies of candidate he/she can rely on in the real work situations. He/she wants to see some real marks of quality before trusting an employee.
