For me personally, the best time to become a trader is if you have sufficient learnings about buying and selling. Buying and selling isn't just simple because it is risky when you will loss your hard earned money that you industry. Trade barely enough that you can manage to shed to avoid regret. So that you will need to have sufficient encounter and reputation on trading simply by searching to start.
Learning does not take a lot of time, you can start even with small learning because you will still gonna grow in trading.
If we keep reading the theories we will not succeed because application is different, what we have to do is just to adjust our capital in trading and be aggressive when you feel you are getting consistent already.

The best learning comes from the experiences you encounter. Just keep on reading and do it on your own. For you to learn the basic trading you can invest first with a small amout to test your skills in trading.

And with the minimal experience start also with minimal amount so if things come unfavorably you still have something left but if you think that you've succeed somehow then add little by little like don't go all in if you're unsure in your steps.
And for me there's no best time for traders as if he can an opportunity then he easily grab and make it to its full extent.
