Never heard of them, but RegalCoin seems legit. The issue is that there is nothing special with RegalCoin, therefore I don't see how it can't last in the long run.
Regarding HextraCoin, you are right, it is totally bullshit. After glimpsing through their whitepaper, it is by far one of the worst whitepaper I've ever seen, hahaha they should called it fortune-telling paper instead, their endeavor of reaching target price 150$ is comical. Also, at least 99% of their fb followers are probably fake. No need to dig deeper here.
