And I can't, I have an ID card, of course, the card is valid but the date is expired, our gov. made some changes while back about it, so a lot of us have an ID card considered valid by the gov but the cards are showing an expired date.

Every country can make this type of change, for example when they are introducing a totally new card design, or implementing a new security on it, for whatever reason they have.
