Today on Etherdelta you can buy for 0.1 ETH - 450 VAND tokens. There is no sense at all to participate in ICO. In beginning, all ICO's was successful if you invested in 5 you made money on 4. Last 8 ICO I have invested all went underpriced in few days and never recovered until today. I don't say they want in the future but I think there is a small chance.
