I think building a mining rig is not that difficult, the only thing is making some quick searches and find reference from youtube.
Some of my friend who have limited skills on PC and Electrical, they still could build and handle it. They just asked me at the beginning about prices, and some minor errors. 
  I have very basic knowledge of computers from years spent gaming. Actually building a computer of my own, or anything more than upgrading ram/gpu was more than i ever wanted to take on. I looked into mining currency about a month ago and found Voskcoin on Youtube. With information i got from him I built my first rig two weeks ago. Since then i have been blowing the dust off old gaming pc's that quit on me in the past and trying to figure out what i can use to piece together another miner. I am having an absolute blast. If i had any idea how much fun this would be i would of started long ago. These forums have been very helpful as well. Honestly though i am very reluctant to post here. I have seen people get mad about people posting to increase post count, or rank. Something along those lines. Haven't figured out why people are interested in forum rank yet so i will just keep reading and learning for the most part.

I consider myself pretty smart on technology but hands on was a different story.  I would say my technical skills were very low when it came to building a rig and writing scripts.  Once I dove in and found a friend who taught me how to build a rig I now understand the whole process as he made me do all the work and just explained it to me as we went, which I recommend you do if you can.  Once I was up and running I spent many hours on this forum and youtube reading and watching videos.  I managed to figure alot of things out on my own and where I was lost I asked for help.  People here have been very helpful as long as you do some of the research yourself and are not asking the most basic of question you will usually get a good answer.  I have been trying to return the favor as much as I can to newcomers. You can do it, just spend the alot of your time reading and watching videos.  You will pick it up in no time.  

So I guess, It is a requirement at least. If you don't have it, take time to Read, Explore and learn the technical skills.
