The Wi-Fi Global system will immediately begin to work all over the world, as invites for connection of routers will be distributed by the participant of pre-ICO and ICO. So the mass distribution of the system will be realized.

Invitations will be members-only pre-ICO and ICO ? When and how will be able to join the others?

Nohow. Invites will be received only by participants of the pre-ICO and ICO. Next they will distribute the network receiving a commission for connection through their invite.

So the participants will become distributors of invitations to the network and receive commissions? And for those whom they will invite to be installed some sort of fee for connecting to the network?

They will receive a commission from the revenue of the routers who are on their invites.

I think everyone who holds their tokens will have the right to be part of network and receive revenue. And it doesn't matter in what way those tokens were acquired via ICO or via exchange.
