Aside from the dev not following the roadmap, I guess there is more to it than just the smart contracts and everything. As long as the "big" roadmap goals are achieved (i.e. the ELIX App Q1 2018) it will be enough for the public view to recognise that development is still going on.

As a past ESP2 user, I am used to dev being behind the roadmap anyways
