it is Depend on your country rules but till now many countries not support bitcoin so will be hard to apply rules .

Agreed! I dont think so there is any country in this world which has any such kind of rules against the ones who are bitcoin cheaters. It is because of the reason that bitcoin has not been declared as legal currency by now and there is no rule which is applicable to bitcoin.
You yourself need to be very much careful if you want to stay way from people like that. Be well aware of what all is going around you.
