Users are ranking by how active they are in the network.

The system looks at number of Pareto owned, the average length of time they've been owned, and how often they have rewarded content contributors

The last variable is the most important to the ranking. A user can get an exponentially higher ranking from rewarding than compared to just buying a bunch of Pareto tokens.
