I think it's very easy to choose an ICO that has potential 
see who the people are behind the project, if they are experts in their respective fields it could be an additional point, read whitepaper, what their vision and mission make the project, see how active dev is in communicating with prospective participants, you can see it in the bitcointalk announcement thread, telegram, slack, discord, or else.
I think that is enough to choose a project that has good potential
