I am sorry, but this doesn't make any sense!
Why would a scammer spend literally tens of thousands and many weeks of work creating complicated smart contracts to LIMIT THE AMOUNT OF ETHER he could steal!?
Surely, a scammer would be better off trying to steal 100% of the funds raised, rather than 20%?
