Hello. I have a few questions:
1) Can we use PayPal to deposit funds to the card?
2) Can we then use PayPal as an option to Withdraw funds from the site/card?
3) Are there fees for depositing/ withdrawing funds using PayPal?
4) Do I need a verification to use the card and deposit/wirhdraw by PayPal and sending bitcoins to external wallet?

1) Yes, you can.
2) If you link your card to PayPal you will be able to do it.
3) From PayPal's side, you would have to ask PayPal. From our's 3rd party load fee is 1.99%.
4) Your card has to be verified in order to be able to receive funds (Original Credit Transactions via Visa Direct) from 3rd party Merchants like Paypal, Gambling sites, and etc. If funds are received to an unverified card, the card will be blocked, and funds will be frozen until the card is verified.
