IF he is only supposed to take 1.5% then why is he getting way way more. There is a problem with how he is taking the 1.5% then.
Working fine for me:
1.5% of 3204 = 48
Your problem is that the order for the pools seems to be messed up, try reflashing Blissz firmware from the first page to see if it fixes it, make sure it's the latest version.
That's not a good way to measure. Doing it that way on mine yields ~2%.
counting shares doesn't mean anything guys as shares have a difficulty, just look at the kernel log if you want to see how it works. You should see that it switches to the pool 3 every 2 hours for a short while. Or just look at your average pool hashrate.
