I think it's not that bad, since they can be chosen and replaced by the community.
maybe its a not bad, but it s a not fast move and other portion of bad things - big investor may be scared about that nomber of 12(witnesses)
than higher number of witnesses, then more sistems stability
but maybe in future tonych may add other witnesses- who knows..
