I think optimism and stupidity are mixed up here.
the amount they have raised in ICO was extremely low.(Due to the reason that there is no competent dev. team behind)
It is impossible for them to deliver  such a complex product with the money they have raised.
Maybe they should have just forked BTC and called it "BTC shit"
that coin would have higher market cap for sure 

Devs. are probably disappointed with the money they have raised.
They are realising how impossible is delivering the product and evaluating their options now.
One of the option they evaluate might be an exit scam 

Or they will just keep responding for a long time without delivering anything forever

sad story. I already dumped what i bought during ICO.
I would advise the same before getting too late..
