In China you just need to be the local chief of the communist party and you can rape anybody you like.
I am not sure about China, but they regularly execute party officials who engage in corruption. What you said might have happened many decades back, but such incidents are unheard of ever since the 1990s. But then, you might have got confused China with North Korea (not sure about the DPRK as well, but it is quite possible there).
The government executing people over corruption doesn't mean there is no more corruption. It means there is so much corruption that the government has to show it is doing something about it.
