It is straight out illegal to scan your ID or passport in Germany. There's just a few exceptions, like actual banks, and even they are not allowed to scan those documents, only to make a paper copy.
But nobody cares usually 
But because of that their ID contractor uses video calls where you just have to show your passwort into the camera.
So that's basically like showing it at a shop and not a scan.
