maybe but not all i think.  Although some of ico's is not safe but there are some legit also like what others says above.  Maybe they have doubts on it because they lose some money on it by doing investment .  So i think much better to seek some proff before to do some investment it can help also to avoid lose or let we say to avoid scam ico's.
