Beta wasn't live during ico. So ico investors took risk throwing money at some whitepaper. Compared to other icos, Cob's price hasn't exploded as expected. There is some sort of dissatisfaction among ico guys. But soon, this patience will be rewarded for all HODLERS.
The good thing is: Here is not much time between ICO and launch of the project compared with other coins.
