S9's take several minutes before anything is displayed on the status page. Give them at least 5 and up to 10min to let them run Auto-tune and decide on their 'optimum' settings.

When starting up you can at least enter pool and user info while Autotune is running. Just go to the config page and enter your info then hit Save&Apply to restart the boot process.
