Hm.  I think bids from users with DO NOT TRANSACT WITH in feedback by mods on their account to be not accepted but really, Bitcoin is Bitcoin, if he pays, we'll ship it anywhere he pleases. 

Users with obviously negative feedback can contact us for a payment address to leave a small deposit if they are serious in bidding.  I think that's a fair way to solve that.
