Of course you can withdraw your btc. You aren't forced to claim bonus and so do to not withdraw. Feel free to deposit and withdraw you coins anytime.
Sorry to say but as per terms he cant withdraw before he wager 2x of his deposit. Indeed he can request for withdrawal but it might not be approved unless Fortunejack has other decision. Did yo miss this term? Please kindly check the terms page again and you'll find about it.
You can terminate the bonus though, but you will lose any bonus money, but it should be fine it he only played with 0.1 BTC.
I believe that he'll be able to withdraw, or at least try it
